Two options that come to mind are "Psychopy", psych software for Python (which is free), and the Psychophysics Toolbox, which is free and runs in Matlab (which of course is NOT free but you may have access to). Neither have great reputations for extremely fast/accurate stimulus timing, though, if you are concerned about, say, single milliseconds.
