Following up on Steven Greenberg's pertinent point about about modeling an exponential decay function rather than a time window: in Huron & Parnutt (1993) we reviewed research on echoic memory to that
point and then modeled perceptual data related to tonality. We found an optimum "half life" for pitch-related memory to be 0.9s (page 163).
