The figure illustrates the capabilities of binaural hearing. Binaural hearing is like trying to get information about the nature and location of the boats on the lake by observing the waves they generate with the two tissues (eardrums). I think the analogy mainly refers to amplitude differences and delays between the waves in the two canals depending on boat location/direction and wave amplitude and frequency depending on boat shape/size (but both is not explicitly mentioned in the figure caption).
