A few years ago, I built a prototype ultra low bit-rate speech coder that
averaged ~300 bps in experimental settings.  The paper shouldn't be hard
to find on the web.

"Ultra low bit rate speech coding using an ergodic hidden Markov model,"
ICASSP 2005.
