If that is the case, have they considered extending Audacity
(http://audacity.sourceforge.net)? Audacity is an open-source,
cross-platform audio editing utility that already does some of what
Hermann Stemberger requested. It's arguably the best in its class right
now, and by extending existing open-source software, your students would
have a lot of groundwork done for them and the an installed user and
developer base for testing.
