Once a preprint is 'recommended', it can stay on the platform, or if you do need to publish in a journal for your metrics, publications in some fields have already committed to publishing (or considering fast-tracking) papers that have gone through this process ('PCI-friendly journals'). So this may be an option for a community-driven journal, but with links to commercial publishers.
