At least in Texas, state law would require that it be an audiologist who does the kind of work that you're talking about as you'd need calibrated equipment as well as a hearing assessment. People with cochlear damage are almost always going to show some hearing loss so this must be covered. I've seen pc-based programs but have no idea if they work for such problems. Most pc systems are not really designed for the kind of specific audio production that would be required for really good results and this problem would be massively compunded using any form of phone or pda for such.
