Peter, from teaching o&m a bit I can pretty definitely say that there is a difference. I'm not sure how much the differences can be remediated because a congenitally blind person cannot ever have a visual model of the world and even when someone is blinded in later life they still tend toward some form of visually based modeling as they perceive the world.
