Since you wish to use noise as an inducing sound for the 440 Hz tone, probably a 1/3-octave noise (approximating a critical band) centered at 440 Hz would be a good choice. Incidentally, Chapter 6 entitled "Perceptual Restoration of Missing Sounds" in Warren (1999) discusses the history, experiments, mechanisms, and theories that have been proposed for this illusion.
