I assume that you mean generating a wav file that contains a sine wave. Here are three examples. Once I wrote a very simple program which just does it: Pure Tone Generator. You may find it at http://kusmierek.republika.pl Many sound-editing programs are capable of generating sine (as well as more complicated) waves. A good example of a free one is Audacity (http://audacity.sourceforge.net) whereas an excellent commercial one is Adobe Audition (http://www.adobe.com/products/audition/main.html).
