MEDS by Roger Kendall (UCLA) runs auditory experiments from a PC and can do
all those things you listed, I think. You can download it from:

http://www.ethnomusic.ucla.edu/systematic/Kendall/meds.htm

The program has been around for a few years now, so I expect any major bugs
have been ironed out.
