Could it be that what you're referring to is the signal processing used? The British TV I've seen is all heavily compressed. Compression narrows the dynamic range so that the difference between soft sounds and loud sounds is squeezed into a smaller loudness range - creating the effect you speak of where the sound is tightly packed. American AM radio does this all the time.
