Dear List:

The time over which the perception is processed is an important dimension defining
the perception process.  Consider that the peak flutter rate for pitch variation in sound
recording occurs around 2-1/2 to 3 HZ flutter rate.

There are short and longer time window effects that must be considered for both perception
and memory process effects.
