Rests (the musical notation analog to silence) are often (but not always)
markers that separate phrases or motives.  If your models are rich enough
to model melodies hierarchically (a phrase is an ordered list of
motives, a melody
is an ordered list of phrases), then a natural way to treat silence is as a cue
for segmentation.
