Somewhat dated test results of the timing characteristics of inexpensive sound cards can be found at

For better quality cards, delays between the parallel port trigger range from 0.3-0.5 ms (mean), with a variance (time jitter) of less than 0.1 ms. This is good enough for most AEPs (except perhaps the cochlear microphonic or ABRs) provided that you correct for the mean delay.
