If by "directivity function of the human head" you mean anthropometric data, there have been extensive measurements made on a fair number of subjects at the University of California CIPIC laboratory, by Ralph Algazi and Dick Duda. It would be best to contact them and ask them directly what in particular ou are interested in.

With regard to average spectral (spectro-temporal?) characteristics of English phonemes, in your place I would ask Jont Allen for his data or data he has been working with. The caveat of course is that no matter how precise those measurements may be, they go to pot in coarticulation and, more generally, in spontaneous and often sloppy spoken language. Beware of the phoneme -- it may be only a mirage!
