This is in fact just an application package (based on tcl/tk). Try adding '.app' to the name of the folder and see if that helps (It should then appear as an "Application" rather that a directory. You may need to log out and back in to see this change.)
i.e. 'WaveSurfer-1.8.3' becomes 'WaveSurfer-1.8.3.app'
Depending on how your system is set up you may or may not see the '.app' extension. You can do this either via Get Info or via the command line.
