This talk examines how internal waves in shallow water cause travel time fluctuations in acoustic tomographic transmissions. Ray and mode theory expressions are developed and calculations are compared to travel time fluctuation data taken from the 1992 Barents Sea Polar Front experiment. While there is basic agreement, there is still much room for improvement of the basic theory and experiments. Directions of further research in both theory and experiment are discussed.
